A Law enforcement organisation is recruiting for a commercial manager and a commercial officer to undertake a range of commercial activity including sourcing & contract management. To support the overall provision of a commercial service to the Government Agency in accordance with departmental and organisational targets
Set and monitor performance to ensure that all projects align with strategic objectives and comply with relevant control strategies.
Manage procurements and associated resources, programmes, planning activity to ensure procurement is completed within HM Government and Agency policy
Manage all commercial aspects of procurement and contract management activity in line with the delegated authority. Lead negotiation and contractual performance issues (as required)
Manage change activity and communicate proposed changes with staff and stakeholders.
To manage one or more procurements on a day to day basis, responsible for the successful planning, execution, monitoring and control.
Commercial Senior Officer
Manage and direct resources to ensure procurement activities are completed within agreed timescales/financial constraints and quality standards, in line with HM Government and Government agency procurement policy.
Supervise the research, development, collation, co-ordination and dissemination of management information including policy, reports, briefings, business plans, risk registers, presentations and web based communications as appropriate.
Lead and manage tender and mini-tender exercises using electronic and paper based systems in accordance delegated authority and agreed policies and procedures.
Developing contracts that both secure value for money and extract value over the lifetime of the contractual arrangement and comply with legal requirements.
MCIPS (Membership of Chartered Institute of Purchasing & Supply) Level 6 or equivalent,
Qualification or recognised accreditation in Project management (i.e. Prince 2 /MSP)
*A proven procurement background of successful delivery in a complex and changing environment, preferably in the public sector.
*Excellent knowledge of Procurement legislation.
*Excellent organisational and analytical skills
*Experience of effectively working as part of a team
*Proven experience of tendering activity & customer / service delivery.
*Proficient with tools such as Word and Excel and MS project.
*Be able to lead and deliver procurements from cradle to grave.

*Effective management of contracts
*Provide advice on sourcing options and commercial models for category
*Ensure value for money is achieved and is sustainable and that risk is managed within the risk appetite
SC Enhanced clearance is required in order to start in these positions
