A fantastic opportunity has arisen with a Central Government Body who are looking to hire a proactive, forward thinking and assertive individual to take on a Programme Manager role based in Coventry.
My client is looking for an individual who has recent and relevant experience of programme management, with a proven track record of successful delivery of programmes in organisational change. Managing Successful Programmes (MSP) Practitioner qualification is essential in the role or other structured methodologies. Successful candidate must have Security Clearance.
Accountabilities
-Lead, co-ordinate and manage all projects directly contributing to the bodies organisational change programme. Develop and achieve agreement to Programme Definition Documents and track progress achieved against plans. Develop, implement and oversee formal change controls that ensure new capability is delivered within agreed timescales and that benefits are realised.
-Lead, direct, develop and performance manage the work of all Project Managers and support staff working on the programme to ensure that appropriate delivery teams and resources are procured and put into place. Provide resilience to the programme to ensure projects are delivered on time, to budget, and that interdependencies are identified and actively managed.
-Continually manage and monitor programme and project progress and provide timely and appropriate assurance reports to the Executive and its delegated Boards and Committees. Ensure the appropriate programme governance is in place to achieve compliance with organisations policies, standards and programme delivery processes.
-Identify, manage and promptly resolve any problems, risks and issues that may affect successful delivery of the programme. Ensure business continuity plans are in place, raising significant issues through the appropriate governance processes where necessary with regards to key project decisions.
-Liaise with organisation and external partners to identify and agree programme financing, secure financial approvals and manage and monitor programme budgets, making recommendations and expertly influence to optimise delivery of capability and realisation of benefits and maintain the programme's financial probity.
-Identify key dependencies, milestones and inter-relationships across all programme and project elements and proactively develop, maintain and monitor detailed project work-streams to ensure they are effectively managed and aligned to key programme milestones.
-Engage and liaise with stakeholders, ensuring effective, appropriate and timely communication to all employees and partner organisations directly impacted by the programme and upon whose successful engagement and support the programme depends.
-Manage and monitor department budget to ensure spending is within budget and that expenditure represents value for money.
-Lead, coordinate and support the development of cross-organisational activity engaging with key external bodies and senior leaders across the organisation, to shape, develop and communicate their change strategy.





Essential

-Recent and relevant experience in programme management with a proven track record of successful delivery of programmes to users or clients as measured in time, cost and quality benefits.
-Successful experience of applying project management processes and procedures within a PRINCE2 environment
-Experience of applying and maintaining effective programme tracking systems.
-Excellent negotiating and networking skills, able to form beneficial working relationships internally and externally
-Excellent oral and written communicator, able to engage with and present to a range of audiences and represent the organisation effectively in governmental and policing forums.
-Proven ability to work collaboratively across departments to deliver programmes and projects successfully and to challenge and remove any unnecessary barriers to service delivery.
-Commercial acumen focused on delivering high quality service to customers and clients
