Job Role: SEND Officer

Hours: Full Time, Monday to Friday, 37 hours per week

Contract: Temporary Contract (3 months)

Pay: £19.14 per hour

Office Location: Wolverhampton City Centre

Office Angels are delighted to be working in partnership with a local public sector client who are currently seeking to appoint an SEND Officer to work on a temporary 3 month temporary.

Ensuring that all people get the best possible start in life is imperative to this organisation and in line with their SEND Strategy they are assigned to work with individuals (0-25 years) with SEND together with their families to ensure the right provision and support is available which will enable and empower them to lead a good quality life and achieve their full potential. As the SEND Officer you will provide efficient support to the SEND Assessment and Planning Team Leaders with the identification, referral, assessment and placement of individuals with SEN/D (0-25 years), act as the Local Authorities representative at multi-agency meetings to review Education, Health and Care Plans, assist with the drafting and planning co-ordination to draw together vital information, consult, negotiate and agree additional funding with educational providers and lead on the development of new contracts, funding and related processes.

In addition you will be required to:

  • Work in close collaboration with individuals, parents/carers, and a range of multi-agency professionals
  • Identify and meet the needs of individuals (aged 0-25) with special educational needs and disability
  • Prepare Education, Health and Care Plans (EHCP)
  • Inform Setting Managers, Head teachers and Principals on a termly basis
  • Attend annual and transition review meetings
  • Make and disseminate the decision to maintain, amend or cease to maintain an EHCP
  • Inform the relevant agencies across education, health and care of implications for resources and provision
  • Respond in a timely and efficient manner to enquiries and complaints which, may arise from needs assessments
  • Lead and co-ordinate reviews of funding allocations for all Post 16 high needs students and advise Education Skills Funding Agency of any funding changes..
  • Manage and monitor allocations of high needs funding to settings, schools and providers on behalf of the local authority
  • Contribute to procurement and contracting processes for all identified contracts commissioned by the local authority for high needs pupils/learners.
  • Maintain accurate data in order to produce and check reports for the National Indicator sets.
  • Arrange and liaise with relevant officers and partners regarding availability of places and transfer of pupils
  • Support, advise and offer training as appropriate to Setting Managers, Head teachers, Principals, SENCos and Governing Bodies on matters arising around SEND Policies and practice.
  • Liaise with relevant Services; Social Care, Connexions, Local Trusts, Clinical Commissioning Group, Safeguarding and Voluntary Organisations with regard to EHCP's and annual reviews in order to improve the effectiveness of partnership working in line with The Children and Families Act 2014 and SEND Code of Practice.
  • Participate in, administer and disseminate decisions and information relating to the effective running of the Single Assessment Moderation Panel, including any follow up negotiations

Skills / Experience Required:

  • Knowledge and understanding of the roles and responsibilities of the local authority with regards to SEN / Disabilities and its relationship with settings, schools and Post 16 providers and funding policy
  • An excellent working knowledge of SEND, particularly in the relation to the SEND Code of Practice
  • An awareness of the efficient use of Local Authority funding, previous experience of working in a Local Authority, School or Education environment.
  • Previous experience of working with training providers, delivering provision to Post 16 learners
  • Experience of participating in a Performance Management scheme, application form, references, interview and selection process.
  • Detailed knowledge of legislation relating to SEND particularly in the areas of Children and Families Act and the SEND Code of Practice
  • Knowledge and understanding of the roles and responsibilities of the Local
  • Ability to interpret specialist advice (educational, psychological, social care and medical) as part of a single assessment
  • Experience of Local Authority commissioning and multi-agency working practices.
  • The ability to chair meetings in a multi-professional context, excellent organisational skills. effective communication and presentation skills, both oral and written.
