Location - Central London (initially remote working)
Salary - Up to 75K (depending on experience) + Benefits

Badenoch + Clark are delighted to be partnering with a Renewable Energy Arm of the Government to recruit for a newly created position as Head of Change and New Business Implementation.

Change is at the heart of the organisations business model, as two government-owned companies that deliver key government schemes in the electricity sector - a sector in which continual regulatory and market-driven change are prevalent. This organisation is supporting the delivery of the government's 10-point-plan for meeting its new target of reducing UK emissions by 2030. In particular, the organisation is supporting BEIS' development of new schemes, for example to support Industrial Carbon Capture, Use and Storage, where expertise on implementation planning is required to prepare for potential new roles.
This role will manage change within the current business by understanding the impacts of all change, driven externally or internally, on the business architecture, working with other Heads of Team across the business. The post-holder will chair the Change committee, enabling the business to prioritise between continuous improvement and regulatory change on existing schemes and implementation of new schemes. The post-holder will manage the planning and implementation of new business areas, where timescales are likely to be politically driven and will require joint planning with government and other key delivery partners, in support of our strategy to be a Centre of Expertise and Trusted Advisor on scheme implementation.

Key Responsibilities:

Managing the change pipeline
*Chair the Change Committee to manage pipeline, ensuring that change impact assessments are completed consistently, reflecting impacts across the business and externally, and enabling prioritisation of resources across the organisation, where required.
*Ensure the organisation responds and adapts to significant anticipated changes, driven predominantly by government's stated policy objectives, but also other external and internal factors.
*Oversee portfolio management for all change activities across the organisation, through line management of a Portfolio Manager, and working with pipeline managers, e.g. with the Settlements Manager on the identification of settlement changes, maintaining visibility of interdependencies, project plans, assumptions, risks and issues for all change projects.
*Further develop the change function to ensure it continues to meet the evolving needs of the business, including the manner in which the team supports the execution of change projects by functional teams.
*Support project / relationship managers in their interactions with BEIS, Ofgem, ESO and EMRS through sharing of information on the change pipeline and aligning planning of any joint projects.

Managing the process architecture
*Own the Process Architecture and, through line management of a dedicated Business Analyst, guide the Process Owners to develop and implement the detailed processes for their relevant areas.
*Bring the Process Architecture to life, ensuring all business users are aware of its purpose and content, ensuring that it is maintained up to date and well utilised in the induction of new staff and as a source of corporate knowledge.
*Ensuring all changes to the business architecture are assessed adequately using standardised impact assessment templates, and that the right change proposals are escalated to the Change Committee in the right format - appropriately challenging the business as required.

Managing the implementation of new business
*Programme Manage the implementation of new business areas, overseeing the development of business-wide impact assessments, developing implementation plans and initiating new programmes.
*Ensure that implementation governance is effective and enables the company to manage the risks and interdependencies with the delivery of government policy and legislation.
*Support new business implementation programme(s) within the budget setting process for the company's next three-year budget.

Skills/Experience Required for the Role:
*Proven experience of portfolio, programme and project management.
*Experience of managing changes to process architecture and using business analysis to assess impacts of change.
*Strong influencing and decision-making skills, showing clear leadership when it comes to driving out the definition of a problem and its solution.
Capable of developing strong, long term relationships with internal and external stakeholders and challenging stakeholders in a constructive manner.
*Ability to multi-task combined with an ability to motivate and mentor others.
*Management experience, including of PPM and Business Analyst functions, performance management, mentoring and facilitation of knowledge transfer.
*Excellent communication skills.
*Experience of the energy sector is highly desirable.
