Corporate Accounts Lead
The authority had a new CFO around 12 months ago and they have spent their time trying to pull together a structure that better serves the business as well as bringing processes and the way the finance function operates up to speed.
The service now has 3 Heads of Finance in place; 1 for transactional services, 1 Chief Accountant and 1 for Resources, ASC and Environment. (Childrens is going to an alternative delivery model).
They have also identified 7 roles at Finance Manager level and as it stands only one person is confirmed in post.
As part of the restructure they want to lift and shift the accountancy technician level posts and centralise them as a pool of resources to better coordinate their activity. One of the big issues for them at the moment is around how they monitor salaries across the organisation. They have lots of different people doing different things and recording information on a variety of spread sheets that don't talk to each other. They want a more coordinated process which is accurate and up to date so that they can share info with budget holders around overspends and they can clearly identify any changes to costs through looking at who is accounted for.
They want someone to come in and supervise this process and the accounting technicians responsible who has good technical knowledge of corporate accounting and is able to check and challenge the team. Also someone who sees the General Ledger as bible and is comfortable with audit and control too.
This will be a short term role between April - July and will be out of scope of IR35.
