Spring Technology's public sector client is currently looking to hire an experienced Technical Architect to join a high performing team.
Information is needed to help government develop policies and initiatives, for local authorities to plan services and to make effective use of resources that benefit the people of Scotland. Key users of census information include both central and local voluntary sectors, and the general public.
The 2021 Census programme is a high profile digital programme. We are currently in the design phase of the programme which will lead to the specification of the systems and services we need to sources for the 2021 Census.
*Initiate the programme effectively
*Produce the programme wide technical and application architecture policies, standards and design patterns.
*Produce the technical and application architectures for a variety of census systems including the interim Statistical Data Processing (iSDP) and Long term processing environment (LTPE)
*Work as a member of the Census Architecture Team and perform tasks and duties as required within this team and across the Census Programme.
*Propose and agree application architecture policies, standards and design patterns.
*Propose and agree the application architecture for the Census Programme.
*Assure that products / systems / services delivered and operated as part of the Census are compliant with these policies, standards and patterns.
*Take responsibility for producing the technical architecture for specific products / systems / services as required.
Essential Skills and Experience
*Strong Technical and Application Architect skills, working as part of an Enterprise/Programme Architecture team, defining application and software architecture approaches.
*Familiarity with and experience of digital software architectures and approaches including (for example) microservices, RESTful architecture, LAMP/MEAN, continuous integration, Software as a Service and more traditional Commercial Of The Shelf (COTS) package implementation and system/service integration.
*Familiarity with and experience of a wide range of application architecture and software development technologies including (for example) development languages; delivery pipeline/CI tools; code repositories; automated testing tools etc.
*Experience of influencing a wide range of internal and external stakeholders including senior officials, customers and suppliers and ability to mentor less experienced technical colleagues
*Knowledge of software defined infrastructure would be useful.
*Experience working in a "just enough architecture" environment.
*Experience in the management of digital and ICT staff including technical specialists, external contracts and consultants
*Demonstrable experience in working with teams and/or suppliers using diverse delivery models such as agile and waterfall in all phases of service development through to business as usual.
*Competitive day rate up to £600 per day
*Central location in modern offices
